By 3/6/2026, Plaintiff must file a supplemental memorandum addressing joinder in light of the above-cited cases and discussing why each of the 189 defendants is properly joined to the other defendants. In the alternative, Plaintiff has leave to file an amended complaint by 3/6/2026 with a smaller subset of defendants along with a memorandum explaining why each defendant is properly joined to all of the others.
